Converting a foreign driving licence in South Africa
If you have obtained permanent residence or returned to settle in South Africa with a foreign licence, put conversion on your practical administration list early. Start with three facts: your residence position, the foreign licence's validity, and the date that matters for your circumstances. A foreign licence, an international driving permit and a South African licence are not interchangeable documents. This guide prepares you to deal with the licensing authority; it does not certify that you may drive today.

Who deals with conversion?
Driving-licence conversion is a transport/licensing process, separate from the decision to grant immigration status. The Department of Transport directs applicants to the relevant driving licence testing centre. In the Western Cape, provincial guidance also describes an initial permission-to-convert process through the Mobility Department's driving-licence helpdesk. Confirm the sequence for your province before travelling to an office. [B02B07, B02B08]
The Western Cape page addresses people obtaining permanent residence and South African citizens who obtained a licence abroad and are resuming residence. Its listed identification requirement includes an RSA identity document. Someone with a temporary visa should not assume that the permanent-resident conversion procedure automatically applies to them. [B02B08]
How long do you have? Read the source and the dates carefully
The five-year period is supported by the enacted road-traffic amendments: the 2011 amendment addresses the validity limit after permanent-residence status is granted, and the 2013 amendment provides for exchange within five years while the underlying licence remains valid. Current Department of Transport and Western Cape service pages also state five years. [B02B09, B02B10, B02B07, B02B08]
However, the general gov.za conversion service page still says one year. These official pages are inconsistent. Do not use the older-looking statement to decide that an exchange is impossible, or the five-year wording to assume that an expired licence remains valid. Ask the licensing authority to confirm the current rule and relevant starting date for your facts, particularly if time has passed or residence was resumed after an absence. [B02B11]
Make the enquiry early. Keep separate the foreign licence expiry, the residence date, the conversion window and any permission required while a conversion is pending. A proposed extension to South African licence-card renewal periods is not the same question as a foreign-licence conversion deadline.
Build an evidence inventory, not a pile of unverified copies
Official guidance asks for identity and residence evidence, the current foreign licence, confirmation of its validity and relevant vehicle categories, and a translation where required. A conversion is not simply an exchange of two plastic cards: the authority needs to identify the holder and the driving entitlement to be recognised. [B02B07]
| Evidence area | What to identify now | What to confirm before the visit |
|---|---|---|
| Identity | Passport and available South African ID | Which original and copy formats your office accepts |
| Residence | Permanent-residence record or the basis of return | Which date and supporting evidence apply |
| Foreign licence | Issuing country, original issue date, expiry and categories | Whether it is current, and what validity confirmation is needed |
| Issuer confirmation | Which foreign authority or mission can provide a letter | Required wording, format and any direct verification |
| Language | Language of the licence and attached records | Whether a competent-authority translation is necessary |
| Local administration | Residential-address evidence | Forms, appointment, photographs and fee for that office |
Do not place licence numbers, document scans or home-address evidence into a public enquiry tool to obtain a generic list. Describe the document issue in ordinary words first; share records only through a verified official or professional channel when necessary.
An international driving permit is not a replacement for its underlying licence
The national guidance requires the licence on whose authority an international driving permit was issued when using that permit in an exchange application. Keep both records available; do not assume that the international permit alone proves every required category or validity detail. [B02B11]
If your licence is lost, expired, renewed after a change of residence, or has different categories from the vehicle you intend to drive, explain that at the start. Ask for a written answer on the correct procedure instead of trying to make an ordinary checklist fit an unusual history.
Fees, checks and collection
The Department of Transport says conversion times vary because of internal auditing and directs applicants to the local licensing office for cost information. The Western Cape publishes its own local fees, but those figures should not become a national price promise. Confirm the current charge, any temporary-licence issue and collection arrangements with the office handling your application. [B02B07, B02B08]
Ask what happens to the foreign licence at completion and what document, if any, you can rely on before the South African card is ready. Do not treat a booking or payment receipt as an answer to whether you may drive.
A fictional example: several dates that mean different things
Illustration only — not a client or successful conversion story. A new permanent resident has a foreign licence expiring in eight months. They find both one-year and five-year statements online. Rather than postpone for years, they identify the residence date, licence expiry and issuing authority, then ask their provincial licensing office about the current conversion requirements. The foreign licence's approaching expiry becomes an immediate preparation priority. No conclusion about present driving entitlement follows from this example.
Common questions
Does a permanent-residence certificate convert my licence automatically?
No automatic conversion is described in the official process. Conversion requires the licensing application and evidence; immigration and driving records serve different purposes. [B02B07]
Does the five-year period keep an expired foreign licence valid?
No. The 2013 exchange wording includes the condition that the licence is still valid. Ask the authority about an expired or disputed record rather than assuming the outer conversion period cures it. [B02B10]
Can I use a translation from anyone?
The official guidance refers to a competent authority. Confirm an acceptable issuer and format before paying for a translation. [B02B07]
Can Karoo arrange the conversion?
This page is educational. It does not establish that Karoo provides a conversion, licensing or representation service. Use the official provincial authority or licensing centre to confirm its process.
Your next useful step
Prepare a private note with your status, relevant residence date, licence expiry and issuing country. Contact the official Western Cape conversion service if that is your province, or follow the Department of Transport's conversion guidance to the appropriate office. The compliance hub provides related administrative reading; it does not establish an offered service.
