Bringing a dog or cat to South Africa: plan for the animal and the journey
Start your pet's move before choosing the flight. The relevant questions include the species, exporting country, route through other countries, intended entry point and purpose or length of the stay. A veterinary import condition, an airline's carriage rule and a dog-specific authorisation are different matters. One approval should not be treated as an answer to all of them.

Before you start
This guide focuses on dogs and cats. It does not apply the same rules to birds, reptiles, wildlife or every animal kept as a pet. For another species, request the appropriate official import protocol rather than adapting a dog or cat checklist.
Identify the origin-specific veterinary route
The Department of Agriculture's dog-and-cat information document, updated 8 June 2022 and still publicly hosted, describes import-permit, official health-certificate and arrival-inspection arrangements. It also contains important origin-specific exceptions and quarantine distinctions. Obtain current instructions for the particular animal and journey; the document's date matters because health conditions can change. [B04B01]
Section 8 states that dogs and cats entering from Namibia, Botswana, Zimbabwe, Lesotho and eSwatini do not need a veterinary import permit under that provision. That is not a waiver of all animal-health, movement or other authorisation requirements. Do not extend the list to every neighbouring country or assume the exemption applies identically to a journey involving other origins or transit. [B04B01]
| What you need to establish | Why it changes the enquiry | Who should confirm it |
|---|---|---|
| Dog, cat or another species | Species-specific requirements differ | Official veterinary import authority |
| Exporting country and relevant travel history | The health protocol and exemption question depend on origin | Import authority and exporting-country veterinary authority |
| Direct journey or transit | Transit and final-entry conditions can be different | Relevant authorities and carrier |
| Arrival point and onward destination | Inspection, handling and any quarantine arrangements must fit the route | Import control and transport provider |
| Intended stay and purpose | A dog's other authorisation questions may be separate | Registrar of Animal Improvement where relevant |
Check dog-specific authorisation separately
For dogs, ask about the Animal Improvement framework as a separate step from veterinary import control. In April 2026 the Department of Agriculture issued a current statement concerning dog-import permits under the Animal Improvement Act and urged the public to use authorised agents. That confirms the need to check this stream; it does not establish that every dog and every journey has identical requirements. [B04B02]
Explain whether the dog is a companion, registered/breeding, service or other working animal, and whether the stay is temporary or permanent. Ask the Registrar for the current applicable form, conditions and any agent requirements. Do not assume that a neighbouring-country veterinary permit exemption also exempts an Animal Improvement authorisation. Nor should a general animal-import webpage's older wording settle the later dog-specific position.
Before paying an agent, verify their current authorisation and the tasks they will perform. Ask which official authority issues each document. An agency's polished website or transport quotation is not evidence that a government permit has been issued.
Give the vet the actual protocol, not a general internet list
Once the current requirements are confirmed, take them to a veterinarian familiar with export work and establish which documents need official certification by the exporting country's authority. Identify the animal consistently across records and make a dated plan for the required tests, vaccination evidence and certificates. The official information document distinguishes supporting records and specifies disease-testing conditions for dogs; it should not be reduced to one generic vaccination appointment. [B04B01]
This page does not prescribe medication, diagnostic tests or treatment intervals. Your veterinarian and the applicable official protocol must determine those. Do not copy a treatment schedule from another owner's journey, especially when origin or species differs.
Quarantine and airline acceptance are separate checks
Do not assume every animal will be quarantined, or that every compliant animal is released immediately. Establish whether the current protocol requires quarantine, what booking is needed and which arrival route supports it. Where an original permit or official health certificate is required, plan how it travels with the animal and who presents it at arrival. The government's general import service warns that health requirements change and directs applicants to obtain current conditions. [B04B03]
Then check the airline's own current acceptance conditions directly: permitted route, handling arrangements, crate standards, transfer responsibility and any restrictions relevant to the animal. An owner's passenger booking does not automatically book the pet. Ask how delays or missed connections would be managed before choosing the itinerary.
Budget and coordinate without promising a date
Keep authority charges, veterinary work, certification, transport, handling and any quarantine or boarding costs separate. Ask what the quotation excludes and whether a change of travel date would require new paperwork. No universal price or fixed completion period follows from the phrase “pet relocation.”
Use the moving guide to connect the animal's plan to accommodation and household travel, while keeping its official process separate from people's visas. Avoid committing to an arrival date until the responsible authorities and carrier have confirmed the necessary steps.
A fictional example: two permits should not be confused
Illustration only — not a client or successful import story. A household plans to bring a companion dog from Namibia and reads the veterinary-permit exception. Rather than conclude “no paperwork,” they ask the veterinary authority about the remaining movement/health conditions and the Registrar about any separate dog authorisation for the intended stay. They also confirm transport arrangements. This creates a useful plan without assuming either that both permits are always needed or that neither applies.
Common questions
Does every dog or cat need the same import permit?
No blanket rule is appropriate. The official dog-and-cat document has a named neighbouring-country veterinary-permit exception; current conditions and other applicable streams still need checking. [B04B01]
Does the exception remove quarantine or health requirements?
Do not interpret it that broadly. Confirm the complete applicable protocol for the animal and route, including any movement conditions. [B04B01, B04B03]
Can a pet travel in the cabin because the airline offers that elsewhere?
Do not assume so. Check both the import-arrival arrangements and the airline's current acceptance of the specific journey before booking. This page gives no universal cabin or cargo entitlement.
Can Karoo arrange the animal's permits?
This is educational planning guidance. It does not offer a Karoo veterinary, transport, agent or permit service. Use the official authorities and appropriately qualified providers for those tasks.
Your next useful step
Prepare a private note with species, exporting country, route, intended stay and target travel window. Start with the official dog-and-cat import document and obtain current instructions from the relevant authorities. For dog-specific questions, the Department's current Animal Improvement statement identifies the responsible Registrar office. Keep microchip, owner and permit records off public planning forms.
