Moving from Canada to South Africa: confirm the office and the Canadian document route

Before ordering Canadian records or travelling to a South African mission, identify the proposed visa category and confirm which office will receive that application. Canadian citizenship, legal residence in Canada and the province or authority issuing a document answer different questions.

Before you start

The official Toronto immigration guidance describes a short-visit exemption for Canadian citizens travelling for tourism, holidays or business conferences for 90 days or less. That limited statement is not permission to relocate for work, study or another activity. Begin with the visa overview and the actual purpose of the move. [B07B05]

Confirm the receiving office for this category

Current public mission pages contain conflicting office instructions. A general applicant page still states that applications should go to Toronto from February 2022 and that Ottawa would no longer accept them. A short-visitor page gives a later April 2023 statement referring to Toronto or Ottawa. Both remain publicly accessible. [B07B06, B07B07]

Do not resolve that contradiction by assuming the later short-visitor wording proves that every category can now be lodged at either office. Obtain current confirmation for the proposed category and the applicant's circumstances before booking intercity travel, paying fees or dispatching originals. The Toronto immigration index also specifies appointment arrangements, but it does not settle every category's receiving location. [B07B05]

Prepare these questions for the current official channel:

  • Which office receives this category for someone living in this province and holding this citizenship and Canadian status?
  • Is an appointment or another channel required, and what location appears on the confirmation?
  • Which current category checklist, payment instruction and document-return arrangement applies?
  • Will the original passport be retained, and how does that affect other travel?

Keep the response with your file. A general page's address, fee or processing estimate should not be copied into a different category. This guide does not nominate one universal office for every Canada-based applicant.

Identify the Canadian police record required

RCMP guidance distinguishes criminal record checks and the role of fingerprints in confirming identity. A certified criminal record check is not simply another name for every local name-based check or vulnerable-sector check. Establish what the South African receiving authority requires before selecting the Canadian product. [B07B08]

For fingerprint-based certified checks inside Canada, the RCMP directs applicants to a local police service or an accredited fingerprinting company. Some police services refer applicants to an accredited company. A vulnerable-sector check has a separate purpose and service route; do not order it merely because it sounds more comprehensive. [B07B13]

If the applicant is already outside Canada, RCMP instructions describe obtaining fingerprints through an authorised agency and using an accredited company in Canada to digitise and submit the application. They specifically say not to mail the paper fingerprints or application directly to CCRTIS. This logistical difference can matter when an additional record is requested after departure. [B07B13]

Canadian nationality does not itself establish that a Canadian police record is required for every application. The relevant South African category and residence history determine which record questions arise. Use the visa-requirements guide to identify the purpose, current scope and requested format before ordering.

Canada has federal and provincial authentication routes

Canada's Apostille Convention arrangements took effect on 11 January 2024. Canadian competent authorities include the federal government and designated provincial authorities. A requirement to prepare a Canadian document for foreign use should therefore not be reduced to “send everything to Global Affairs Canada”. [B07B10]

Global Affairs Canada's current authentication guidance says documents must have the appropriate original recognised signature or seal, be in paper format for its service, and go to the correct competent authority. Some provinces issue apostilles for documents within their jurisdiction. Use the current official routing instructions for the actual document and any notarisation. [B07B11]

Comparison of Document question, What to establish, Why it changes the next step
Document questionWhat to establishWhy it changes the next step
Is this a federal record?Actual issuer, original signature and requested versionThe federal record and its authentication route need to be identified correctly
Is this a provincial civil-status record?Issuing province, document version and receiving requirementThe competent authority may be provincial
Has the document been notarised?Where and by whom the notarisation occurredThe relevant signature and preparation may affect routing
Is a translation required?Receiving authority's language and translation requirementsAn apostille is not an accepted translation by itself
Does the South African recipient need legalisation or an apostille at all?Its explicit requirement for that recordAvoids paying to prepare documents in an unnecessary or unaccepted form

The official Canadian guidance explains that the document's place of issue or notarisation helps determine where it must be sent. The current routing service should be checked before dispatch because a household can hold records issued by several different authorities. A Canadian passport does not make a foreign-issued birth certificate a Canadian document. [B07B12]

An apostille addresses the authenticity of the relevant signature or seal. It does not decide whether the document's contents satisfy a South African visa category or prove the applicant qualifies. Keep issuance, authentication, translation and immigration acceptance as separate questions. [B07B10]

Sequence the file around the actual submission

Build a schedule with one row per required record: issuing authority, accepted version, issue date, authentication route if required, translation if required and return arrangements. Confirm the receiving office first, then order time-sensitive records to fit the real submission plan. Do not assume a police-check timeframe and an authentication timeframe run concurrently.

The current Global Affairs service publishes a changing processing indication and warns that mailing adds time. This guide deliberately does not turn that live estimate into a guaranteed completion date. Third-party submission does not establish a faster official processing entitlement. [B07B11]

If an older South African checklist still requests a medical report, check the specified 2026 report waiver rather than paying from an old list alone. The directive covers identified immigration reports for future and pending visa and permanent-residence applications, not every health or cover requirement. [B07B09]

For the rest of the household, use separate activity and status questions: work, study, family or retirement. Anyone who may already be South African should also check the citizenship overview before being treated solely as a Canadian visa applicant.

A worked Canadian preparation example

Illustration only — fictional person, not an approval story. Maya lives in Alberta and is planning a South African long-stay application. She finds the Toronto-only instruction and a different page referring to Ottawa. She also holds a provincial birth record and may need a certified Canadian police record.

She confirms the category's current receiving arrangements before booking travel. She checks the required police product against RCMP instructions and records the issuer and authentication route for each document instead of posting the whole file to one authority. A document issued outside Canada remains a separate issuer question. The example does not establish that either mission will accept her application or that the documents meet the category requirements.

Common questions

Can every application be lodged in Toronto or Ottawa?

The live pages do not justify that universal conclusion. Confirm the actual category, residence circumstances and current appointment channel. [B07B05, B07B06, B07B07]

Should I get a vulnerable-sector check for immigration?

Do not substitute one product for another. Determine the receiving requirement and use the relevant RCMP instructions. [B07B08]

Does every Canadian document go to Global Affairs Canada?

No. The competent authority depends on the document and applicable routing, including provincial arrangements and notarisation. Check the current official guidance. [B07B10, B07B11, B07B12]

Does an apostille guarantee the visa office will accept the evidence?

No. Authentication and substantive immigration acceptance answer different questions. Confirm both. [B07B10]

Your next action

Prepare the category and office-confirmation record, then the Canadian issuer and authentication schedule. Keep unresolved instructions visible. Continue with the application-process guide and first-conversation preparation guide.
